Sir, – I am often amazed by the Byzantine array of corporate structures Ireland has created for delivering its services, most notably, but not limited to, the HSE. It seems we cannot have a function without creating a new legal entity with a chief executive, chief financial officer, chief information officer, etc.
Instead of having crisp discussions and decisions about strategy followed by execution, boards can sometimes act as a firewall to implementation by rehashing discussions.
If this model of layers of boards and legal entities is so desirable, one would wonder why it is rarely, if ever, found in private or publicly listed companies. Public companies may have regional entities for registration and tax reasons, but the execution of strategies transcends these structures and flows through normal technical and management chains. – Yours, etc,
